Illinois State Police say 19-year-old Brian Boyer of Monmouth has been charged with reckless homicide and aggravated DUI in connection with the heartbreaking tragedy. Behind Curtis and Kelsey\u2019s names are families whose hearts are now shattered, loved ones who are waking to a reality they never imagined, and memories that will forever carry the ache of knowing there should have been so much more time.
