According to the Dover Police Department, officers responded to reports of gunfire near CAVA on North DuPont Highway at approximately 9:47 p.m., where they found Foster suffering from multiple gunshot wounds. Despite immediate lifesaving efforts, he was pronounced deceased shortly afterward.
